I did finally figure it out just now, here's the url that helped me get it setup. Basically you have to go to the google play store settings and "Sign up for Family Library" at which point it will then let you choose a family payment option, and I think after that it should work but I haven't gotten confirmation from my son yet because he's playing something else at the moment.Tap on your profile icon at the top right.
